A review into the extension of off-payroll working rules to the private sector in April has been described as "hasty and inadequate".

The Government announced a review of the proposed changes earlier this week, promising to ensure a "smooth implementation" of the rules.

The review aims to address any concerns from businesses and affected individuals about how the rules will be implemented.

But the Association of Independent Professionals and the Self-Employed (IPSE) has slammed the review.

It claimed there is not enough time for a comprehensive report to be provided before April and criticised the lack of an independent chair.

Andy Chamberlain, deputy director at IPSE, said:

"The review is disappointingly hasty and inadequate.

"The Government has not said it will pause the changes. It has also allocated far too little time for a full review and said nothing about selecting an independent chair.

"It must give more time for a full review that includes an impact assessment of the changes in the public sector and the likely effects on the private sector.

"For the integrity of the review, the Government must make sure it is independently chaired."

The Treasury is expected to publish a report in mid-February.
